News Title: Status of the SC Highway 90 Widening Project and the Conway and Longs new home communities that are most impacted
Horry County citizens voted to approve the referendum with the RIDE 4 program going into effect May 1, 2025, after completion of the RIDE 3 collections.

As of June 2025, all RIDE 3 projects have not yet been completed.

With respect to Ride 4, there are two projects that have already gotten some traction:

I. SC Hwy 90 widening from East Cox Ferry Road to Little River ($745 million dollar budget)

II. River Oaks Drive Widening ($142 million dollar budget)

Horry County has already issued a Request for Proposal (RFP) seeking design bids for each of these two projects.

The SC Highway 90 Widening from East Cox Ferry Road to Little River will entail widening Highway 90 to 4 lanes with turn lanes at intersection (East Cox Ferry to US Highway 90.

As can be seen be the accompanying graphic, there are several new home communities that are situated right along Highway 90 that will be impacted the most by this project:

The Reserve at Wild Horse - a new home community in Conway by D. R. Horton that will have 193 single family homes. The homes in The Reserve at Wild Horse are priced starting around $300,000.

Chestnut Ridge - a new home community in Conway by Beverly Homes that will have 125 single-family homes. Homes in Chestnut Ridge are priced starting in the low $300's.

Auberon Woods - a new home community in Conway by D. R. Horton that began in late 2023. D. R. Horton is planning to have 16 building phases. Homes in Auberon Woods are starting in the mid $250's

Fieldview - a new home community in Conway of approximately 270 new single-family homes that began to release in late 2022. Lennar is the builder. Homes in Fieldview are priced starting in the upper $200's.

Eden Springs - a new home community in Longs, SC that began presales in 2024. The Eden Springs community in Longs is being developed on a 203 acre piece of land with 259 single family homes. D. R. Horton is the builder. Homes in Eden Springs are priced starting in the lower $300's.

Avery Woods - a new home community that will consist of 141 single-family homes in Longs, SC. Great Southern Homes is the builder. Single-family homes in Avery Woods start at around $300,000.

Tupelo Park - a new home community in Longs by Lennar. This community resides on over 160 acres of land. There are planned to be over 525 single family units in this Longs new home community of Tupelo Park. The initial phase in Tupelo Park will consist of approximately 125 single family homes.

Background on Horry County Road Improvement and Development Effort (RIDE)
In Horry County, 'RIDE' stands for “Road Improvement and Development Effort”. The RIDE program uses primarily local funding sources to make necessary improvements to local roads and transportation infrastructure. These improvements serve those who live and work in Horry County, as well as seasonal visitors.

The first Horry County RIDE program began in 1996 and lasted until 2018. It used funding from the hospitality fee to complete 23 major projects, which included the SC 22 Conway Bypass, SC Highway 31, SC Highway 544 widening, Fantasy Harbor bridge and interchanges, and parts of Robert Grissom Parkway.

RIDE 2 was approved by voters in 2006 and began in 2007. It initiated a one-cent sales tax dedicated to roads. RIDE 2 brought 15 projects, which included the continuation of Highway 31, the construction of International Drive, the widening of Highway 707 and Glenns Bay Road, and a number of other road improvements.

RIDE 3 was approved by voters in 2016 and officially began in 2017, continuing the existing one-cent sales tax program with 20 more projects. Some RIDE 3 projects are already at or near completion, including the Palmetto Pointe Boulevard extension, Carolina Forest Boulevard widening, and Highway 501 frontage roads.

RIDE 3 expired in April of 2025. At that time, barring any further action, the one-cent sales tax funding collection will end and effectively cap the money available for the remaining projects on the RIDE 3 program list.

During the general election on Nov. 5, 2024, a voter referendum took place that approved the proposed RIDE 4 program.

Proposed RIDE 4 projects are located in unincorporated Horry County, within city and town limits, and along major highways and intersections.
Since approved by the voters, the RIDE 4 transportation tax will replace the existing one-cent sales tax (i.e. RIDE 3) with a one-cent transportation sales tax.

Over 25 years, the program would generate an estimated $6 billion in revenue to fund the list of predetermined infrastructure projects and project sets.
