G3 Engineering, the company assisting with the rezoning and public representation, withdrew the annexation request on September 8, 2025, primarily due to public backlash. The public backlash against the Heritage Lakes project within Loris city limits was largely focused on its density. Following the annexation withdrawal, Loris City Council voted unanimously to consider the matter final.
The withdrawal means the Heritage Lakes project will not proceed as a city annexation and will not be under the City of Loris' jurisdiction. As a result, the development may be re-proposed under Horry County's zoning regulations. The shift now back to Horry County oversight simply means that residents' previous concerns about flooding, traffic, and density will now have to be addressed through Horry County's regulations.
The intent of the Forest and Agriculture Zoning District, the current zoning for the Heritage Lakes properties, is to be reserved and utilized for agriculture, forestry, and low-density; residential, commercial, social, cultural, recreational, and religious uses.
It is expected that the next steps will likely include a request to Horry County to rezone the properties to better support development plans. The timing of this request has not yet been announced.
